What is the difference between HDMI version 1.3C and 1.4?

HDMI version 1.3C supports up to 1080p and is a referred to as Standard HDMI� Cable. Version 1.4 supports up to 1440P resolution, supports 3D, and Ethernet. Version 1.4 is referred to as High Speed HDMI� Cable with Ethernet.There was nothing done with the Ethernet feature other than the separate 2 conductor bundle worked better for ARC connection. Plus if cable stated with Ethernet you know it is the Version 1.4 cable.

I am looking on this site for a standard HDMI cable to hook up a lap top to a TV. Can I do that with an HDMI cable with ethernet?

Yes this cable will work for your application. All of our HDMI cables are High Speed HDMI cables with Ethernet. The latest version of HDMI cables changed the internal wiring of the Cable to allow two way communication between devices (TV and Receiver or TV and DVD player) without having to run a separate Ethernet (network) cable. The HDMI input /output connector would be labeled HEC (HDMI Ethernet Connection) on both components. To date four years after it was introduced as part of Version 1.4 not one manufacturer has added this HEC feature to a TV, AVR, Laptop, DVD player or Blu Ray Player. But you can rest assured any HDMI Cable listed as High Speed HDMI Cable with Ethernet was the latest version available.
