I have an outdoor tv and I want to bring the sound near my seating area (not playing from the tv). Will these Bluetooth speakers connect to my smart tv and connect near my searing area (around 20 feet away?).

They should work as long as you can transmit Bluetooth. At 20 feet they would easily be in range. You can also use an Echo Dot to transmit to these speakers by Bluetooth. You have to select the option in the ALEXA app.
